It means "to cancel at the last minutes".

土壇場(どたんば) originally means a step made of earth on which punishment by decapitation is carried out in Edo era. Therefore we use 土壇場 as a critical moment or the circumstances that someone is driven into the corner.

ex.
(My boyfriend flaked out on me again🤬)

We should not do ドタキャン🙅‍♀️
