意味がほぼ一緒なんだけど、urgeはかなり強い。日本語で言うと Recommend = 勧める Urge = 促すです。

Recommend is something that someone thinks highly of. To urge is to almost to try earnestly or persistently to persuade someone. It a sense,m that can be considered similar but in actually urging is someone is a bit stronger than the normal recommendation.
