For example: "We are having a event to celebrate the fact that.......... happened." "celebrate an event" is a way of saying that there is or will be celebration. For example: "Let's have a party to celebrate this event" "celebrate an affair" is usually incorrect because it sounds like it is referring to celebrating cheating in a relationship. 😅 I hope this explanation helps. ✨
